So I actually got this game years ago, like in 2004-05, something like that, and I just wanted to know what would be best to download starting out, as far as gameplay and custom content is concerned. I already downloaded the patch from EA, and also the NAM just now. It looks like the bsc would probably be needed, but I'm a little confused on which file I need to download on the exchange. I saw the bsc essentials file which said I needed to download props 2 and 3, so should I do that or is there something I could download that consolidates everything? The BSC does provide different types of structures and buildings in the game, correct? This is what I gathered from another website. I'm sure these questions have been answered before, but this site is so large, its kind of hard to navigate through everything lol.

I can kind of help you out a little as I just reinstalled the game after taking a 7 year hiatus! I've spent the past month or so downloading and installing all of the various mods, lots, bats, and associated props in order to make my game as rich in custom content as possible. There are a few things that I would consider as essential for running the game besides the custom content so I would get those asap - DAT packer, BSC cleanitol, and the DAMN organizer (can't get it to work but I'm sooo close).
Then just start downloading all of the mods and content you want. Just make sure you are organized in your placement and naming of the files as it will help you greatly when playing the game. For instance, you may want to group all rural type content together so you can switch it out easily. I would start with CAM and SPAM and then start downloading the tons of content for each of them. (you cannot play with CAM and SPAM both active though hence the suggestion to keep a separate rural file).
I usually find a designer I like and download as much of their stuff as I want in a single sitting. There is soooo much content out there it is daunting at first but the more you get the more you'll want! SimGoober may be a good one to start with using this method as there are a wide variety of creations (civic, commercial, residential, industrial, recreation etc).

Yes, there is no "expansion pack"
You will have to download one by one, and track dependencies yourself
I advise you to store on your HD all the zip/installers you will download and organize them so when you find a new stuff, you can check you already have it or not and if it requires dependencies you can also check them
