HI i have a question about tunnel neigbor connection. Is this possible with any tool or mod??
The short, non technical answer is no. It is not possible I'm sure one of the NAM team members can explain why, but all I know is that it cannot be done (my guess is that it is hardcoded in the game's .exe file)

Ok i understand, but what about FLUPs??
That I honestly don't know, though I am inclined to think it is not possible either since FLUPs are puzzle piece-based and puzzle piece networks can't do neighbor connections (correct me if I'm wrong here guys). edit: ignore, see McDuell's reply below
As far as I know, FLUPs cannot be used for neighbor connections, the same for tunnels. Mostly because you have to drag the tunnel back to where it can resurface, it just cant resurface at the top of a mountain like the usual neighbor connection. Rather, it would have to resurface farther down, which, as WC_EEND has told you, isn't really possible.

FLUP neighborhood connections are indeed possible. However, there has to be already an established connection when putting a FLUP. I tested it myself along with many other non-standard connections.
As I haven't the time to make a full tutorial now, I'll give only a short description on how to do e.g. a road FLUP connection.
1. Establish a normal road neighborhood connection.
2. Make an El-Rail overpass across the road directly along the city border.
3. Bulldoze the road part before the El-Rail overpass, NOT the crossing itself. All of the road will be destroyed, but the connection will stay established (make sure that the arrow still exists).
4. Bulldoze the El-Rail in two steps from both ends just before the (now imaginary) crossing. Do NOT directly bulldoze the tile with the connection itself. The El-Rail stub will be destroyed automatically as there doesn't exist any single-tile El-Rail pieces, again leaving the connection established.
5. Put a FLUP over the connection tile with the arrow (which still must exist).
6. Do the same in the neighbor city.
You now should have a functional FLUP neighborhood connection :)

I absolutely agree with the above, however I have made a slight workaround. I make a small portion near the edge, where the tunnel ends (4 or 5 tiles long) and the road/rail is just sunken and continues in the next tile, the same goes for that one. So you kind of have a bit of a hole or two, but you get the tunnel to span larger distances.. Visually of course. And with some imagination. I call those holes ventilation =D
