Hello.
For the last couple of months ive taken up SC4 again. After abit of trying different regions and various mods, im now playing a region where ive set up 4 cities, with a region population just shy of 1,5m.
My problem is that no matter how i zone, no residential building above stage 9 will grow. I have stage 14 CO towers and stage 10 IHT, and in one of my feeder cities there are around 75 stage 9 residentials, but stage 10 refuse to grow.
I have all the starter packs for CAM, plus various other buildings downloaded from the LEX, and it seems to work all fine for C and I.
Am i doing something wrong, have i overlooked something obvious or do i simply need to zone more R?
I'm no expert on the matter, but could it be due to lack of parks or fire coverage?

I'd recommend parks as well, I'd also check your pollution levels, do they have enough education and hospital care :)
My residential squares are built in 10x8 squares, where i zone 4 4x4 areas with parks in the empty spots, but i use mostly the smallest ones. Is there a difference, so that my R$$$ need the biggest parks? Is there a difference in using parks or flower gardens?
I've also been over the civics, and everything is covered. I use custom content for this tho, specifically Simgoobers enyati schools, clayhurst uni and Bywater medical springs, but since this is stuff i have downloaded from here, and nothing in-game suggest these buildings are not working correctly.
I doubt the size or type of park matters as long as its within 20 tiles of distance.

If that's not the problem, I'm starting to question whether the files (either the saves or the mods) are corrupted. But then again, I'm no expert in the matter and could be missing an obvious point just like you.

and check the InCAMpatible Mods section it maybe you have something in your plugins folder that is stopping stage 10 residential growing

Pretty much the same scenario for me.
i'm going to build another city in my region full of low and medium wealth to make sure i meet all tresholds (and the full demand for all levels of residentials) anyway but i'm curious if OP has found a solution to this problem.
Ive not found any solution yet. Tried looking at incampatible mods but found nothing. I also started a new city to see if i could replicate it, but due to various reasons its still not made its way into CAM stages. Once i get there, if same issue exist, i guess ill reinstall from scratch. And maybe be a little picky about what goes into my plugin folder. There's some stuff in there that i dl'ed before i installed CAM, maybe some of it is interfering.
Dont know if this is still interesting, but ive now managed to fix the problem and residentials now grow properly. Not sure what exactly caused it, but i went through all my plugins, removing buildings i dont use. I also went through all the readmes in the CAM starter packs and made sure everything was in order. I discovered i had some essentials files that been replaced by BSC Essentials, dont know if that should impact anything (thought they mostly related to queries?) but at least the next time i started SC4 after i removed them, stage 10 and above began growing right away.
