Title: Federal Prison causes no loss of desirability whatsoever?

I'm a little confused by how desirability is working in my game -

I have a federal prison in my city, and after checking the desirability graph, it appears that the prison causes no loss of desirability, for any zone, at all.

What's even stranger is that the country club (placed right next to it) does cause a loss of desirability, most significantly for wealthy sims (??). I would think that it should increase desirability for the well-to-do.

Can anyone explain what is going on? The game (deluxe edition) should be patched to the latest version. I have these plugins:

If they are really placed right next to each other, they're going to partially cancel each other out. The federal prison should have an overall negative effect, and the country club should have an overall positive effect. However, the prison's negative effect is stronger, so the net effect in that part of your city should be slightly negative for residential, and very negative for commercial.

That said, desirability is a complicated thing, and it's entirely possible that the incremental effect of adding any reward isn't going to budge the overall desirability for a particular type of business or resident.

Well put, thank you! I forgot I actually had a federal prison in my city until I took a look at the desirability map  :P
