I am wondering if there is any way I can fix the problem shown below with the BAT. As you can see it doesn't adhere to the grid and appears to overlap with its surroundings even when it isn't. Are there some properties I could edit to fix this problem? I am even fine making it into a prop and having it be non-functional and only eye-candy.

Which building is that? It looks similar to one I used a while ago that could not be plopped on level ground due to how the creator used his custom foundation; it had to be plopped on a slope or else a visual glitch like yours showed. This is because the green space isn't a foundation, but rather a rooftop garden.
Otherwise, I'm not sure how to fix it (if I'm wrong). I'm guessing the LE could always be used and you could manually offset the BAT?
It looks like the whole model is floating in the air. There must be some offset that can be set to zero, maybe?
It is this BAT here: http://community.simtropolis.com/files/file/28717-dk35-bank-of-america-center-los-angeles-ca/
And yes, it is supposedly intended to work on a slope with ped mall tiles around it, although even then you still have the same problem of it overhanging its own lot. Any solutions here if I just want to place it flat on the ground or use it as a prop?
Right, the building floats in the air indeed because there's supposed to be a separate model for the foundation underneath, which I take you don't want to use. If so, you can use the model tweaker to lower the main building. Probably best to make a prop out of the foundation first, so you can read its exact height from the occupant size and then lower the main building accordingly.
How do I read the height of the foundation?
Like this.

You could also made it into a building, or flora or whatever. What matters is the Occupant Size and as you can see the height is 14.6m. :)
