Are you sure you install all the dependencies? I know this kind of a silly thing to ask, but it happens to even the best of us. It's pretty easy to miss a dependency... :P

Which mod would change the industrial ground textures?
By the looks of it you have installed (at least this part of (http://community.simtropolis.com/files/file/28283-industrial-revolution-mod-i-m-addon-set1/)) the Industrial Revolution mod, so check the dependencies on the main page here. (http://community.simtropolis.com/files/file/28268-industrial-revolution-mod-base-pack-maxis-lots/)

I already checked through those dependencies about 4 or 5 times but I decided to humor you and do it again....
