I know how frustrating it is to not be able to download something because of broken links. There are a few things you can try to do before jumping into the illegality:
-Try to contact the author.
teemu_om over at Simtropolis is the author of this building as well as a few other of quality. His original thread (http://community.simtropolis.com/topic/12179-north-american-stadiums/).
-If in the end the author is missing in action, you can try contacting the admins either here or Simtropolis who will try to find a solution. Maybe one of them has close relations to the author, you never know.
