Title: what is a *.crp file and what to use to open it

What is a file type *.crp

They seem to be associated with SC4 files that are uploaded as RAR files

An example can be found in Crazy_Intersections_Set_1_Updated

That mod for is Cities: Skylines, not SimCity 4.
