When placed in the game, the mill's base properly shows the underlying terrain.
After an in-game save is executed, however, the terrain disappears, revealing
the dark blue emptiness beneath.
After employing Cleanitol where applicable, I reinstalled the mill's
four dependencies:
BSC MEGA Props - SG Vol 01
PEG_Stream-Kit_Style1_206
PEG_MTP_TEXTURES_vol2
BSC Essentials
Unfortunately, the problem continued to recur.
Any thoughts or help on the matter would be appreciated.
Unfortunately this can happen with transparent base lots that have an overlay and is a known bug with SC4. Vesion 2 of the Mill does not suffer from the same problem.
As Barby said, it's a known bug. Switch to underground mode (i.e. pipe laying) then back again and it should resolve itself.

Actually, that's what
triggers the bug. ;) But switching to zone view and back will restore the look.
