And how do I get them to align ?
I've tried everything I could think of. Using the recommended WaterPollution view, I plopped and plopped every which way. I plopped the water pieces together first -- no problem ; but when it's time to link them to the land piece , either the orthos or the diags (didn't try the rounded, was too depressed), they don't align. I know it must be me, so what do I do wrong and what should I do ?

Make sure the sea floor is perfectly level. I also tend to make the difference in height between the land and sea, 15m. At least in the area where you are building the marina.

Well it's not 15 meters ; I also tried 10 meters (seeing as it seems to align when the lot is not on top of the slope) and it still doesn't work. I'm getting desperately frustrated.

The misalignment you're experiencing is due to the fact that the land pieces align to the highest part of the cell they're on (the one with the arrow). Your best bet for getting them to align is to lower the land closest to the water until it's barely above sea level (which, confusingly, is 250 meters in the game). An elevation of 1 meter or less above sea level should be enough.
Something I have noticed that works best is to use the Maxis default shipping pier which will automatically lower the terrain to right level. From my experience, it doesn't matter how deep the sea is and only the level of the land it starts from.
Yes, it's the heigth of the land that is going wrong.
You must make the land level the "harbour" level: the Maxis seaport or the PEG leveller should be used for that. Isn't there a NAM leveller that automatically levels to harbour level? If not that would be a nice feature for the next NAM next to all up and down levellers....
