Trying to get some sunken highways, and this dependency is recommended. Please help.

If you have the NAM (any version, 31 & up; 34, the latest, is recommended), then these are unnecessary.
A modified version (actually, 10 of them) are included with the NAM, located near the bottom half of your MISC Transport menu (where the bus and subway stations are located).
Both 7.5m and 15m variants are included, for whatever floats your boat. 7.5 is slightly easier to work, but depending on your retaining walls 15m may look better. YMMV, so I recommend practicing in a test city first.
Additionally, thanks to xannepan's EffDir modding efforts, there's some automatic diggers/raisers available as well, under the Roads menu--don't even need to do any dragging.

Ah, yes. I noticed. And that did raise the question: why do we have two kinds of digging and raising lots? Isn't one type sufficient?
The addition of both occurred with NAM 31, when we ended the prohibition on Lots. Originally, the plan had been to just add the new Raiser/Digger Lot set that Shadow Assassin put together, designed to specifically work with the new network heights that were being added. xannepan figured out the EffDir/RUL0-based approach later in that development cycle. I can't remember why both ended up in there, but it might have simply been because of the chaos that was that release cycle.
In any case, as evidenced by this thread, there's still a lot of people who don't know that there are two versions already included in the NAM.

Do you have, handy, a picture of the icon for the Road menu raiser/digger lots? I always remember ticking the box to include them in my NAM install, and have never once seen or used them %confuso

It should show up below the Avenue Viaduct Puzzle Pieces, and above the NWM Neighbor Connections.

I have them. For example I only use this one under the Roads Menu and have never tried the other ones under the Misc Trans. For me much more easier to use this type.
