I suppose this is as good a place as any to post this. I am chasing after some information that I heard was concealed away on the BSC private board. Specifically, I was looking for the list of Occupant Groups used for BTE Reward Tracking. I am hoping there is a list around that someone could provide as I am interested in adding the compatibility to some of my lots.

Unfortunately, the main BSC private board, which was hosted off-site on one of Colyn's servers in South Africa, went down at the end of 2012, and the data center lost the backup. Most of the internal documentation and discussion that the team had was stored there, and is permanently lost, save for anything someone on the team might have stored on their HD. While the BSC never formally disbanded, the loss of the board and BarbyW's passing ended it as we knew it. At this point, it's really just a small number of still active/semi-active creators who were part of the group in its heyday, working independently.
I don't know the historical reasoning behind how they handled the BTE tracking--I'd imagine that was outlined in the lost documentation. The best I've been able to find in the still-extant posts is

Yes, that is what I was afraid of. I did come across the lists you speak of and found quite a few (I have all the farm groups I could ever want - however, that's not too applicable to me at this moment). Originally I started out going through all of the BTE rewards manually but thought it would be better to check if there was an easier way first. It really is a shame those boards were lost. Even if the crew was no longer active today, the boards would still serve as an
excellent source of information.
I am piqued by barbyW's comments that new OGs cannot be created for game reasons. Then how did the BSC create theirs? Something to look into....

As Alex said compiling a list of BTE OG will be a matter of reversing engineering, so to speak. In case you hadn't seen it, there're two documents regarding reward chains on the LEX, namely BSC Reward Chain V2 (http://sc4devotion.com/csxlex/lex_filedesc.php?lotGET=69) and CSX Rewards - CSX Mansions (http://sc4devotion.com/csxlex/lex_filedesc.php?lotGET=73).
I once received a list of BTE occupant groups from Jim Myers.
He also gave me a set of Occupant Groups for my Dutch Farm lots and additional rewards that I have in the pipeline (for al ong time already, but they will certainly see daylight one day!
I don't know if the list is complete, but I certainly can publish it.
But what is the best thing to do?

If you have SC4PIM (PIM-X) installed, have a look at the installation folder, there should be a file called new_properties.xml. Open it with Notepad and search for "BTE". It should bring you to a list with all (?) BTE Occupant Groups.
I'm not entirely sure what they meant with "the system is limited to BSC members"; since the Occupant Groups are merely some HEX IDs, it should be possible to make up some yourself. However, these occupant groups are processed in the LUA reward scripts, so in order to actually use them in your game, those scripts probably need to be adapted as well, so it would work in your game only.
Obviously you can edit the Lua-scripts with your own OG's for your own rewards. Even I managed to make one reward that works! So it cannot be hard.
The list that I have not only gives the BSC OG's, but also tells us for what they were used. I have no idea though if the list is complete.
Only this: if someone is going to make new rewards with their own OG's we somehow must be sure we don't use the same numbers, because if we do there will be a hell of a mess. But that is obvious too, isn't it?
Would it be an idea to put the list somewhere on a public thread in ST and here, so that it can be found by everybody? And that everybody can pick a set and put their name behind it?
The whole idea behind the BTE system is that you're able to count any kind of building that has been plopped or has grown in a city. The "marker" for this is said "BTE Occupant Group" with a unique ID. If you know how to make your own reward script, you can use the Occupant Group IDs to count all instances of a building and unlock your reward accordingly (i. e. "at least 10 ... buildings in city").
Depending on how you set up your reward script, it might rely on the LUA scripts that are included in the BSC Essentials, so you'd have to make sure if that's the case. I think a simple reward doesn't need those, but for the BTE tracking system, it might be necessary to rely on the Occupant Group IDs that were issued by the BSC. As I said, it should be possible to expand the list, but it might require editing those LUA scripts in the essentials as well.

I see your point, but it was not really my intention to edit any of the BSC luas. I was aiming towards adding OGs to make B62's buildings count towards various BSC rewards already out there or adding OGs for new rewards. I will probably use those scripts as templates to start from, but as it stands now, I see no reason that I would want to add additional OGs to BSC luas.
Say, for example, I created my own reward that required a certain number of BSC buildings and so used one of the OG's in the Building Exemplar. Am I correct in saying that I would not need BSC Essentials as a dependency? Even if the only thing I reference is the OGs?
I'd say that should work. You can use an existing reward that counts those occupant groups as a template, such as the SFBT PreFab School. The "if" part of the reward script is using a function that counts the number of a certain OG ID that we used in the SFBT PreFab lots and unlocks the reward once enough of them were grown in the city. I'm not entirely sure if it needs the BSC Essentials, but at least there is no need to edit those files. Most likely, you can put your own Occupant Group IDs into your lots and let them get counted accordingly, just give it a try and see if it works "out of the box". :)
I only have these OG's that I have been adding to as I inspect lots.
