EDIT: Where is it in the menu? I've searched through all the possible menus with and without the cheat but it's not showing up. I assume it's programmed to appear in the Roads menu, but I'm not sure that's even possible...
EDIT2: No, it's definitely not appearing at all due to some compatibility thing. And I can't fix it because none of the tools that can edit lots (Ilives Reader, BAT) will work on Windows 10...
EDIT3: Found it in the Parks menu, right below the Immortality Killer. I did the whole moving the plugins thing just to make sure there wasn't a conflict.
