Did you go to 404 page when clicked a STEX link in Dependencies (http://sc4devotion.com/forums/index.php?page=4) page? If yes, you should change the link to this format:
community.simtropolis.com/files/file/<ID>-unknown
Instead of, simtropolis.com/stex/details.cfm?id=<ID>
If don't work, it's normal since ST deletes some files from the Exchange. You can search the Exchange for plugin you want or Google it to find alternative links.

Alternative way is type SIMTROPOLIS << any numbers >> on Google search engine! For the numbers, check any files with numbers likes 123456 (example) and you found them! I use them after clicking oldies Simtropolis link likes www .simtropolis .com / <any> will results 404 File Not Found! (Note:- I make space between characters to avoid direct to real URL).
I have given up on keeping STEX links up to date. It has changed quite a few times.
I use the same method as AsimPika.

I'm not sure who made it, but it's proven handy for me.
EDIT: On "closer" inspection, it may have been "Built by Samerton" ;)
