Those items fall under the category of props, and someone will have to make those and place them on lots. They will not just randomly appear on your beaches, if that is what you are expecting.

If you want to see "beach things", you must use ploppable beach. There are some good beach sets, for example:

Fm Beaches for irregular coasts (http://www.simtropolis.com/stex/details.cfm?id=2045)

Beach Set v14 by homer (http://www.simtropolis.com/stex/index.cfm?id=11541)
