to another city? i dont know if this exist, but it would be helpful if someone could make one pleasee.
This cannot be done to the best of my knowledge. It is a limitation of the EXE. The EXE requires all border connections for networks to have two-way traffic for commuting calculations and pathfinding purposes. Power lines and water pipes seem to be exempt from this rule, despite they are defined as networks.
There is a possible workaround, though. The NAM allows roads and oneway roads to connect inline with each other, within 1 tile. So you could fake the oneway road connections at the border by leaving one tile of a road connection at the border's edge and then connect the oneway road to that.

I do this all the time, especially since I use frontage roads with my highways. It's not exactly the same, but it does the job.
ohh i see. That'll work, and yeah i use frontage roads as well, thats why i was wondering. thank you!
