I would like to have road crossings with just a stop sign, just as the street/road connection. Would it be possible to make a puzzlepiece that looked like a road but acted as a street?
I assume this would be possible, however puzzle pieces always have some disadvatages, like the inevitable crash to desktop issue. jplumbley showed a mod that allows to select road turning lanes for road intersections; I'm not sure if this is possible, but it might be a nice idea to make them in a way that intersections with turning lanes have traffic lights, while the "regular" ones only have stop signs - as it is common in real life. :)
I think the best thing to do is make a transit-enabled lot...and ya know, that would be easy as pie...i think i'll go make one now...
but the disadvantage is that in rural areas where you don't want a sidewalk, a sidewalk will appear anyway because of the presence of a lot.

I'd strongly recommend against that. TE Lots are not really designed for intersections, and it will cause some serious issues with the game's traffic simulation. See here (http://sc4devotion.com/forums/index.php?topic=2763.0). ;)
The way to do this would be to create a T21 exemplar with Stop Signs for props for the intersection. It's possible to have 256 different T21s for a given network tile, so there's another 255 different ways one can place traffic controls on that intersection (various arrangements of stop signs, different traffic signals, etc.) I've thought about doing that myself at some point, but I haven't had the time. :)

Its already been done. Multiple people have tried this with lotting a stop sign intersection, or something else, the issue is the left turn lanes get wierd, three may show up after a while, which then the intersection measurements are whacked, but when you draw it it won't show. Basically, it causes a issue to the traffic system, sadly. Just incase so people don't ask me again, those who have noticed why I have some road intersections with no traffic lights, but turning lanes, I will be frank, I have no control of that as well, I have a problem with the game not remembering some exemplars at intersections, AND buildings as well, but thats not what I wanted to bring up here. Moving on, I think what would be better is some new stop signs for t21s, not just the ones now, but that may be out of question because of eye level anyway, IF this idea was considered, keep in mind the RHW2 lane has a white line on all sides of the intersection, a COUNTRY RD alternative. I have been able to use this in my residential areas as an alternative as well, without the no car zot. However, the RHW will need stopsigns at some point as well. No rush.
