Title: Plugin Manager - Adding jobs/people/attributes to Landmarks

Where can I find the tool that adds jobs, people, or other attributes to landmarks that I downloaded from a creator?  I think he called it the plugin manager but I'm not sure.  This would be very useful - help please!

If you want to add jobs to a landmark (make it functional), you need to follow SimGoober's tutorial Making a Functional Landmark Lot (http://www.simtropolis.com/forum/messageview.cfm?catid=140&threadid=76236&enterthread=y).

With Maxis' Plugin Manager you can make e.g. growable building exemplars or static landmarks from any SC4Model file you've got.
The Plugin Manager is included in the download for B.A.T., available from the official site (http://simcity.ea.com/index.php) (under Cool Stuff -> Tools).

Wow that looks super complicated.  In simgoober's tutorial, at which stage should I start if I just want to mod lots I just downloaded from the STEX?

You should always start at the first stage of a tutorial.
