Several plug-ins folders contain "Plugins.ini" - other's don't. Can these be removed? And who or what generates them?

I believe *.ini files are used & created by SC4StartUp Manager. My guess is that they would be safe to delete, but then you'd lose any customization you've put into SUM.
The Plugin.ini files are created by the SUM v2. You should find one in each subfolder of the plugins folder (but non in the sub-sub folders), and as xxdita said, you'd lose your SUM profiles if you delete them. The SUM v3 uses hidden Desktop.ini files for the same purpose.

Eh, SUM? Must be as in SUM Cum Laude - because I never used the start-up manager. It is installed but has yet to be fired up. Way too scary in my arthritis-ridden hands..
But while everyone is looking - "$Deal"$ - how on Sim Earth do you force zoning towards the "lower" transport network?? If there's a highway or road south, a street north and nothing east and west, ALT or CTRL no longer do anything for me. I tried other combinations, but none appear to have an effect. Or is this one of my sillier questions..?

and yeah Windows can sometimes put in INI.s as it likes to hide stuff unsuccessfully LOL
