Those files are not on the STEX but in the Modding and Downloads section from the Home Page.

Thats right but since Simtropolis is still having difficulties can anyone send me the program

I am sure that simtropolis will be back soon so please do not ask for files to be sent to you. Sending files from one to another is not encouraged as it is a form of pirating and that is a bannable offence.
