So, I got a crash to desktop problem.... I got the dat packer and Cleanitol and the plugins file is 1.77GB with 1502 root plugins (Yes, even after using the packer)...
My Comp Spec:
Core 2 Duo E7200 2.53 GHz
EVGA GeForce 8500 1GB card
4096 MB RAM Dual Channel (only 3584 MB is used, but the report showed 2048 MB free)
Windows XP SP2
SATA 500 GB HD
Can any1 help me?

I take it you downloaded that program as suggested?
Well, the simplest way to do this is to copy simcity4.exe to the root of C:\
Start -> Run -> imagecfg -a 0x1 c:\simcity4.exe [enter]
Put simcity4.exe back to where you copied it from and all should be working. ;)
