The first half of the name is it's hexadecimal number, a system for counting based on a series of 16 digits. The second half of the lot name represents the way the data is organized in SimCity 4. The prefix "CO" means commercial office and $$$ means high wealth. The "1" after the $$$ signs represents the building growth stage. The "2x2" at the end represents the size of the lot.
