thanks you Casper but it's not this tower, it's the tower at the left ;) the one with a strange angle ;)
That is the Garisenda Tower, one of the two famous Towers of Bologna (http://en.wikipedia.org/wiki/Towers_of_Bologna).
I'm pretty sure they are available on the STEX, but since the search is down it's more than difficult to locate them at the moment.

I actually googled for
Bologna and
site:www.simtropolis.com,
which was a lot faster than the search function of STEX has ever been. ::)
