No, they are growable CAMeLots.
However, if you use
Buggi's Extra Cheat DLL (http://host.simvision.net/SC4ExtraCheats.zip), you can use the cheat code BuildingPlop to plop any growable lot.
And even if they are CAMeLots, they would still be fully functional if plopped in a city not running CAM.

No problem but i do have a problem with the code. When i type it in it does not ''enter''. Are you sure thats the right code? ()what() ()what()
Hey Bluesinjid,
whats happening with the code? Are you doing control x to bring up the diolog box? Then you would need to right click and a drop down menu will show up with a list of everything on it if you have buggis extra cheats installed in your plugin folder...
Now scroll down the list to where it says buildingplop and all your buildings will show up that you can plop then choose from there the building you want to plop... It should work, if not I would suggest taking screen shots of the steps you are doing to show us so then maybe we could walk you better threw it..
Here's a short walkthrough if you haven't used Buggi's Extra Cheats DLL yet: ;)
1. Place the file SimCity 4 Extra Cheats Plugin.dll in the folder Program Files\Maxis\SimCity 4\Plugins
2. In the game, press Ctrl-X
3. Right-click in the cheat box that appears on top of your screen, and you will see the following list:

From there on it should be pretty simple. BuildingPlop is the third cheat command.
When you select it and press enter, you'll get a list of all building exemplars in your plugins folders.
Select the building you want to plop and click the X in the upper right-hand corner to close the window.
Another window will open up, showing all lots that buidling appears on.
Select the lot you want, and once again click the X in the upper right-hand corner to close the window.
Now, you will be able to plop the building/lot.
