Okay I have rediscovered SC4 Deluxe after installing the NAM, CAM, and BSC Parks (Even sent in my donation for the LEX DVD). I am trying to grow my cities and region without any cheats etc and wanted to ask the following questions:
1. Okay I just finished building a nice rail line from and industrial city that goes into an empty region, I then loaded up the empty region and starting a city there with the purpose of extending the rail line to the map border. Does this have any impact on the overall region as a whole, or is this just nice eye candy?
Industrial City ----> Empty City Region (Just a rail line) -----> Map Edge
2. Okay I have found the neat Light Rail pieces available after installing the NAM but I am a bit confused on where I find Ground Light Rail Stations? Or do I even need these?
3. Bonus third question. When I read Mayor Diaries and those pretty views, are those cities created using cheats like the Money Tree etc so that you have the cash to lay out freeways and highspeed rail lines in advance?

for the last 1 some people use the extra cheat plugin as many of the money trees do not work

To answer your 3rd question, I am very certain that people use a money cheat/trainer, because with those miserable 500.000ยง, you're not gonna get the results you like... &mmm
As for your other questions, I don't have an answer for you, because I don't use the GLR. :-\

About the first question: I have no idea
About the second question: Try SFBT's Lightrail Mod (availble on the LEX)
About the third question: I use the BSC funding mod(availble on the LEX) a lot of times, when I completly revisiting the city. This mod keeps the funds at the same level. If you want a lot of money without cheating, play your cities in easy mode.

The 3th question I knew is your only answer on: Yes.
Because, otherwise it's 100% not possible, I tryed, and man, Before I was ready with the whole map, game stopped because I got to much lost money. It's just impossible without the money trainer ( google - Simcity 4 Trainers - Second Link:D Handy one, get 5 billion dollar )
The first and second I don't know for sure. Only that the rails, you must be look out, some can crash the game.
