Why not proposing some civics for CAM.
Although in CAM all buildings are growing and population explode... hospitals, fire stations and other civics department stays basic.
Actually CAM is more or less well equilibrated for traffic, work, commercial, industrial, energy, water, pollution and so on. (Some people can say that its use too much place for sewage treatment... but it's realistic.)
But it doesn't fit with the basic civics departments.
That mean for typical player two solutions:
- Use a huge number of far too tiny invisibles civics bats, like a colony of ants polluting the map.
- Use stuff find on internet, witch most of the time is a collection of megalo wired bats totally unrealistic and/or unlinked with the CAM. To sum up, cheat or incomplete stuff.
What if for people who wants to play a realistic megalopolis.

Most of civics you'll find on LEX are tuned for CAM
Of course,
But that doesn't change there is no rules nor limits.
Some features can be cap by CAM, or some stuff can be recommand.
For exemple, I currently use these civics bats, most of the time one or two in megalopolis or/and near international airport:
- Health: Bywater Spring center
- Safety: CSX Civic Palace of Justice, SNM Airport Fire Crash Station
- Education: JB Simio schoolpacks (Nb: OperaHouse is Fix, and Private Schools have sliders)
As I said, for the rest, I tought everybody can make well with only CAM, NAM and NAM recommand transportation.
(Even if, I admit that sometimes i use "Rural Power and Water" for tiny towns lost on island. ^^)
