This is not the Phantom Funding Sliders Bug as my funding doesn't change. When I do a query on a residential lot it shows the education as being high, same for the opinion polls. But when in the education graph or the visual on the map, its in the red and is a low EQ. I have SC4 Deluxe, and everything else is fine, so really I have no clue what could be causing this! Any help would be very appreciated!
I have once experienced a very similar problem with the mayor rating in one of my cities.
Regardless how many parks, rewards, trees, etc. I plopped, the mayor rating got stuck in deep red.
Unfortunately I never found a solution to it, as it seems to be a bug in the game itself.
In the end I obliterated the whole city and restarted it in order to get rid of the problem.

Have you found any answers yet? My Sims keep complaining about wanting a degree but they can't find the college, even if the college is almost right next to them. I can't get them educated. Would love some advice.
