... tell the game to only load the euro title set, or the New york set, or what not but I don't see where this is done. Could someone help me with that please!

If you look in the 'Building Tile' menu in Mayor Mode (I think that's where it is), you will see that very option.

The button in the red circle activates the Building Set options.
