Title: Turning Images into Regions

I've seen a lot online of people turning various images into regions, it is usually both kinda funny and seems like it would be fun to play.

I tried to check into it myself and found the SC4 Terraformer, which lets me import images. I did so and got a pretty neat terrain, but in game it is all discolored - you have to enter and save each region to turn into into SC4 graphics.

That both takes a lot of time and not what I am trying to do. I would like to terraform the entire region into playable land at once, from an image source.

I've read about grayscales and such, but people using this program said they were able to make land masses.

How exactly do I go about this? I've searched EVERYWHERE, up and down. SimCity 4 websites are pretty messy and acronym heavy, though, too.

There is no external tool that will build the region view with the same color as SC4
SC4Mapper and SC4Terraformer are here to speed up things but speed is achieved because they don't have to generate the colors like in SC4
