GRVII: Challenge Nr 3: Rise of the South
3.1 Route 11
Just before the eruption of the conflict mayor Turtle put a last hand on the new state route, Route 11. Looking at a map of the region he came to the conclusion that the relative underdevelopment of the south partly was due to lack of access to most of the territory there. Also counting on a more amicable relationship between the two nations, he planned a bridge in Rivermouth (tile L), letting the new route connect to Route 1, and therefore serving the east end of the region with connections both nortwards and southwards. Coming in from the west in Downland Woods (tile G), Route 11 turns northwards till it hits the coast of West River (tile D), where it turns east and follow the river. In Bordertown (tile E) it intersects with Route 10, and continues along the river eastwards through Riverside (tile F) to Rivermouth (tile L), where it crosses the river and hits Route 1. 3.2 Recent developments
As you can see, things have developed a bit in the south since the seperatists took control of the north. Here's a view of the region as it stands today:

Since the seperatist took control of the north, things have been at a standstill there. Here is Cold Lake (tile B), the main town of the north, built before the separation:

After having had a thinking break, where mayor Turtle evaluated his skills as a mayor (it's no fun at all being dumped the way he did, see here (http://sc4devotion.com/forums/index.php?topic=7389.msg239129#msg239129)), he came to the conclusion, that something else had to be tried with the south. Maybe his rural, little state intervention mayoring style, had provided too slow progress for people to like him in the north (though they liked being able to play SC4). Therefore, he tried a more urban approach to mayoring. Here is Bordertown south, the new main town of the region:

For a town of this size to develop, you of course need a stable and less polluting energy source. Luckily, because of mayor Turtles hindsight, Route 11 passes through Downland Woods (tile G), where a natural gas reservoir was found in challenge 2 (http://sc4devotion.com/forums/index.php?topic=7507.0). Here is the new powerplant, serving Downland:

Planning for a cleaner and better off society in Downland, mayor Turtle recognise the need for proper educational and health care facilities. Here is a couple of new initiatives in Bordertown; Between two residential areas, a library, a health clinic and a police station was placed next to this small park:

3.3 Physical Manifestations of Separation
Following the separation, the Upland Separatists broke off the connections to Downland, except for that of Route 10. Instead, a checkpoint was built on the south side of the border:
