The problem is similar to nerdly_dood's, only its a little different. Okay I installed the GMax just like it said in the instructions, second I downloaded the BAT tool double click the icon and install it in a few seconds no problem. Now when I click the shortcut in my desktop, this error message shows up in my screen. Note: I have deluxe edition, witch includes both Simcity 4 and Rush Hour.

If you are getting the "GMAXLOC variable can not be found" message the following steps should clear things up for you.
1. 1. Right click on My Computer and open System Properties.
2. 2. Click on Advanced Tab.
3. 3. Click on Environment Variables button.
4. 4. If you can see a variable named GMAXLOC, make sure it points to the folder where your copy of gmax is installed.
5. 5. Otherwise, click on New under the System Variables list.

6. In the Edit System Variable dialog box
GMAXLOC Environment Variable
enter GMAXLOC in the Variable Name and the path to gmax in the Variable Value.

How does that look like in Vista? And I hope its not simcity.ea.com.
