The Census Repository Version 3, created by RippleJet, can be found here (http://sc4devotion.com/csxlex/lex_filedesc.php?lotGET=1831) on the LEX (as you specified).

I assume you are having trouble downloading mods and lots from the LEX. You have to register seperately in order to be able to download. You can find a walk-through on registering to the LEX here (http://sc4devotion.com/forums/index.php?topic=6887.0).
