I had a similar problem with some textures I made. You got those IIDs by hitting "next available" in SC4tools, didn't you? I would advise you to read this tutorial (linkie) (http://sc4devotion.com/forums/index.php?topic=9.0) by BarbyW which discusses what each digit in the IID code represents and does. Basically you need to type your own IIDs manually to avoid the bug.

It's to do with the wealth of the texture.  The tutorial above outline which number in the IID dictates wealth.

I doubt if it's the wealth that makes it not to work. The 5th digit is 0, and yes, this is wealth-dependent, but it would only cause the wealth-dependent features to take place if you had made other textures numbered 0xF5381005, 0xF5382005 or 0xF5383005.

But how did you get the Group ID be 0xF5380005? I think this should be 0x0986135E for lot textures and 0x1ABE787D for network textures. Try changing it to that and see if it works. Otherwise it may be a problem of the textures themselves or the lot.

Wealth level is exactly what it is Cogeo.  If you look at the LE image you will see the texture that is showing up in game is the first one with that range.  That will always show for that wealth.  If you change the 5th digit to 4 or higher this problem will go away.

My range of textures is 0xF5380000 to 0xF53FFFFF. That is if I will write as bottom border 0xF5384000 my range, it will be OK?

That should work fine until you get to the next set where 0 appears in the 5th digit place. Just keep an eye on that and you will be fine. Anything from 4 to F is OK.
