The pic is very tiny, but I assume that your city is simply not large enough for skyscrapers. As a rule of thumb, the really tall highrises in the first city of a region won't appear before you get some 75,000 to 100,000 residents.

Also build parks. Sims that work in Commercial buildings love them and hence skyscrapers.
