do you really need to download the starter packs for cam or could u just stay with the maxis orignal lots?
No, you don't need the starter packs...
However, just as the case is with plain Rush Hour, sooner or later you will probably want some variety among the in-game highrises...
Today there are several other skyscrapers available though, which you may want to download instead of those included in the starter packs.
