I've seen much discussion in various locations about this issue and am trying to find better answers. I'm not sure this is the place to ask this, but it is directly related to the posted tutorials.. feel free to move it to a more "proper" place if needed.
The answers that I've seen (for example in this thread http://sc4devotion.com/forums/index.php?topic=1177.msg283114#msg283114 (http://sc4devotion.com/forums/index.php?topic=1177.msg283114#msg283114), but there are others as well on various sites too) suggests that this is addressed by building/lot exemplars, but there is also considerable posting suggesting that Maxis lots themselves don't follow what's posted .. So what I'd like to know is.. for each stage and type (ie I,R,C and $, $$,$$$) what zone type is required for that stage to grow.
For example.. does a Stage 3 Industrial lot grow only on HIGH-I zone?
I have seen the CAM definition thread (http://sc4devotion.com/forums/index.php?topic=1877.msg251238;topicseen#msg251238).. is there a similar overview of the "Rushhour/Deluxe" condition?

Not necessarily. I've seen Stage 3 IH lots (usually Grounds) grow on medium industrial. What lots grow is more affected by demand, EQ, and desirability, among other factors I'm sure I've missed, than by simple zoning density. Density generally controls the size and population (jobs/residents) of lots, but it isn't the only deciding factor. It can be assumed that density is more of a way to control skyline than anything else; rarely will you see skyscrapers on low-density R zones.

All in-game stage 3 (Vanilla & Rush Hour) I-D and I-M lots only grow on high density.
All in-game I-HT lots (regardless of growth stage) grow already on medium density.
In CAM all stage 1-5 industrial lots grow on medium density, and all stage 6-10 require high density.

The Grounds is a 1×1 I-HT lot with a growth stage of 1 though.

Well, it really depends on the building's occupancy/job offerings, the demand of the wealth group, and the zone.
Standard Maxis buildings can get kind of screwy. You can get good sized growth stage 3 and 4 CO$$ lots on a light density zone if the demand is strong enough.
Or as in my case (note that this is without any Maxis R or C buildings), some of my small apartments (which only hold 50 occupants) can grow on a light density zone, in which it's growth stage 4, a 1x2 lot (where as it will start off as growth stage 3 [in which it's 2x3] on a medium density residential zone). This is under the standard growth engine to though.

It depends on the property
LotConfigPropertyZoneTypes in the LotConfigurations exemplar.
For growable lots that can be set to:
- 0x01 - Low Density Residential Zones
- 0x02 - Medium Density Residential Zones
- 0x03 - High Density Residential Zones
- 0x04 - Low Density Commerical Zones
- 0x05 - Medium Density Commerical Zones
- 0x06 - High Density Commerical Zones
- 0x07 - Low Density Agricultural Zones
- 0x08 - Medium Density Industrial Zones
- 0x09 - High Density Industrial Zones
A lot with a small house would be set to 0x01, 0x02, 0x03 - allowing it to grow an all residential densities.
A lot with a commercial skyscraper would be set to 0x06 - allowiing it to grow only on high density commercial zones.
