I'd need some more information from you first... ::)

1. Are you running CAM?
2. Which industry (ID, IM or IHT)?
3. What is your residential city's EQ?

As long as your EQ stays below 50, and you have mostly R$ people living in your region, there will be a huge demand for ID.

The drive for ID in that case is as large as 112%.
That means every working person is requesting 1.12 ID jobs... ::)

If your HQ is low as well, then the workforce is 40% of your population.
Thus, 40,000 low-wealth workers demanding 44,800 ID jobs.

In addition to that they also want CS$ jobs (37% or 14,800) and farms... :)
This is the simulator's way of ensuring there is a demand in the beginning of the game.
If the need for jobs wouldn't be this high, it wouldn't be easy to start a new city.

In order to switch the demand from ID to IM and IHT you'd need to educate your sims.
Till then, I'd set up a neighbouring industrial city where ID can expand and spread their fumes...

More information about the workforce drives can be found in Workforce and Occupation Demands (Drives) (http://sc4devotion.com/forums/index.php?topic=963.0).
