No, you can't turn lots into props, this is something entirely different. A prop is made of a (BAT) model, so it's a single item. A lot is basically the layout of a certain area, containing a building (a model), base and overlay textures, and optionally one or more props.

The building model, is a BAT. As Andreas said, a prop is indeed made of a BAT.
So, that means a building model can be turned into a prop.
I've, however, no idea how. I think someone else will need to you answer that.

Thanks Fabian93, but where can I download the SC4Tool? So I don't confuse anyone, the point of this was to turn most of Sim Goober's big box stores into one large shopping center. The problem was that only a few stores were props and I was wondering if I could turn the building models for the custom lots into props as well.

Just what was written in the other thread:
You got all categories on the left. Now you need to search for the model file and drag it to the prop category. If you did that you should find the prop in the Lot Editor ;).

The problem is that NONE of SimGoober's lots appear in the models section. Now what do I do? Thanks for all the help BTW Fabian93! ;)
Try SC4PIM, which has just been released at the LEX, and also download the tutorial that BarbyW wrote. It explains how to turn a building model into a prop. It even works for those models that don't show up in the Maxis Plugin Manager.
