i'm looking for these textures or plazas that i've seen in some pics of pics contest:

I already have the linked files (except for Ftexture.dat), sorry for the noob question, how should i use this like in the pics? I need to make my own lot?

Yes, and for ordinary lots, I'd recommend SC4 PIM (http://sc4devotion.com/csxlex/lex_filedesc.php?lotGET=2260).
Be sure to download possible updates and the User Guide as well (and do read it before starting)!

In order to get the textures under that NAM curve, you'd need to follow Dan's How to Texture NAM Curves (http://sc4devotion.com/forums/index.php?topic=4085.0).

That isn't a NAM curve in that first image. That is a transit-enabled lot based on a certain BSC lot.
