Terrain/Map Mod for SC4?

There was an upload on the STEX last october by Globexco for CXL (spit) and it allowed users to load an image of a city layout on the ground in game, for "tracing" purposes: http://www.simtropolis.com/stex/details.cfm?id=22745

He also mentioned that it would be possible to do for SC4 but that it would be hard, involving .dat files and numbers. Now obviously that isn't enough to convince me of said hardness; I was just wanting more information on how/if this can really be achieved... (because I for one think it would be really handy to be able to do)

the only way i can think of to do it is to have a single large texture terrain mod, that is custom tailored to each city tile, so say 40 tiles in a region, 40 terrain mods, and they would have to be used for the correct tile only.. thats a hefty some of work, but is in theory possible if you alter the tiling parameters in the terrain mod exemplar. although you will have to ask someone more knowledgeable thanthan i to know is resolution would become an issue
NAM + CAM + RAM + SAM, that's how I roll....

what if say, it didn't need to be just for one city tile, it could appear everywhere but would only be traced in one city, and then removed. Would this make the idea any more feasible?
