Yes, it's known. Choose "Zones" from the data views and then "All off" to solve it.

Yes, it's a bug in the game that is triggered by lots with overlay texture, but no base texture. Whenever you switch to the underground view, or save the city, the issue will show up. As a workaround, you can switch to the zone view and back, but unfortunately, there is no fix, other than avoiding such lots.

or you can go into underground view, as you do when laying pipes or underground rail...

and then back.
