2 questions: Is possible make a lights during the day in game to illuminate a underground place like this????

And how to make a colours lights like burj al arab??

Yes it is, but you'd need to crank up any form of artificial light to be visible during the day if you are using sun/sky rigs, such as Simfox's LTBL.

As for the coloured lights, simply change the filter colour (can't show screenshots as am on the Mac at the moment).  To get the rainbow effect, you'd need an array of omni or free lights each with its own colour "gel".
The trouble with having an open mind, of course, is that people will insist on coming along and trying to put things in it

thak callagrafx i understand to rainbow colors, but for illuminate in day i didnt understand and i want do this so much cause as it is i think it's so unrealistic cause underground is illuminate always and sims don't have night vision!!!! Can you help me to do this, sorry for ask but english isnt my first language, i looked for tutorials but i didnt found here and on simtropolis!!!

Hi, you may have figured this out by now but daytime illumination is achieved simply by removing the "nitelite" prefix from your light's name (without the prefix your lights are on all the time; with the prefix they're only on at night). As suggested it may need extra boosting which is achieved by increasing the amount in the multiplier section.
