Courthouse vs City Hall vs Police Station

Hey all, hoping someone can give me a concise answer.  What exactly makes something a courthouse or city hall?  Most I have downloaded appear to just really be police stations so I am not sure just modifying those lots is really creating courthouses and city halls.  What I am ultimately trying to do is to create a Suburban municipal building that is common in US suburbs -- one that combines the city hall, courthouse and possibly police.  Plus I really hate the MAXIS models.  I just dont know what properties makes a courthouse a courthouse or a city hall a city hall.

I know I can use the Phase 2 and 3 lots of the MAXIS versions and just cover up the models with other buildings but that limits me to only 2 additional versions

Well, both the City Hall and the Courthouse have a "Building: Courthouse" occupant group, and of course they are rewards. Other than that, there's nothing special with them; they have a few civic jobs (generated by a "Demand Created" property, which means they're raising the demand caps a bit), and they provide a landmark effect. If you add those to a police station, you can basically call it a "municipal building".

lol!  Thats really what I had already done.  I couldnt find any other properties aside from the demand and simply adding the courthouse property.  I guess the only actual difference is which query the building uses when you click it.  Thats what was confusing me about some of the downloads.  All the properties said it was a police station but when you clicked it in game it said it was a court house.
