Can't Install Lot Editor

Trying to install the lot editor on a Windows 7 Machine, keeps coming up with an error saying "Can't copy plugin to plugins directory"?  Anyone seen this or been able to get around it.  Does it no matter what permissions or compatibility settings are.

You might need to install SC4 and the tools with an admin account.

I am running 7 ultimate and for me to get it to work ,i had to disable aero effects and run the compatibility for windows 95-98. also run as admin. hope it helps!  :)
