Hole digging lots - can't go below sea level?

I was trying to run a highway under a few blocks of city streets using the hold digging lots and none of them seemed to want to work. I could plop the lot but when I tried dragging the appropriate road/hwy from the lot I got a red line and a slope warning error.

I then tried to use the Mayor mode tools and found that I got water as soon as I clicked to dig a hole (this was on a very low peninsula).

So it made me wonder if the hole digging lots only work if the "ground level" is higher than the depth the hold digging lot is for (e.g. 12m, 15m). Can anyone confirm?

Since you can't drag highways across water anyway it wouldn't really help for the hole-digging lots to work there. You could always lower the sea level by editing your terrain mod in the reader (doesn't destroy bridges and tunnels) or using the setsealevel cheat and make the tunnel with hole-digging lots that way. You would then have water visually covering the tunnel entrance, though the road should still carry traffic.

... or you could do as Jeroni did he is old CJ, Sculpting Columbia River at ST, raised the land above sea level, laid out the tunnel, then lower the land afterwards.

^ Water would still appear in the hole after removing the dat from your plugins, so there is no difference to the technique which Noah wrote here.

Actually no it wont. If you scroll down to chapter 3 of my tutorial here you can see how to make a sunken highway. Hope this is of some help to you.

@ TTC: In your tutorial the hole is not actually under the sealevel, even though the tunnel is. That is why it isn't filled with water, like it would be if the hole was under the sealevel.

Actually.....
You can not use hole digging lots if the ground is not high enough for it to dig.
eg.  10m above sea level a 15m hole digging lot will not work.
Now you can make a tunnel as in the example Vester said.  If you can not dig, raise the surrounding land from land side all the way across your water way to the other side of the land.  Now you can make your tunnel.  After tunnel is made you can clear away most of the land you created across your water way.  Trick here is to not come too close that you destroy your tunnel entrances. You can still follow TTC's chapter three tutorial but instead of digging (which is not possible as said in the first post)  you raise the land.

Derry, you should reupload the missing images in that (ancient) tutorial of yours. :)
And rather to somewhere else but imageshack, where pictures sooner or later disappear...
