I've built a Marina, Seaport, Ferry, and Car Ferry, but I can't seem to get the boat training mission. Is there something I'm doing wrong? Are there any other things I should build?

It should be that having any of the buildings there should trigger the mission, can you drive other boats?  You can only do the training mission once.

I can do free drive, but I can't do any missions. I haven't done the boat training mission yet, so I think that's why I can't do anything.
