Bridge Height Mod only works for One way road bridges?

I find the Bridge Height Mod (by Raphael Ninja if I'm not mistaken) very useful to avoid the unrealistically steep approaches to bridges the game automatically creates. However, the mod only seems to work with OWR bridges.. Was the mod only partially finished when released (years ago..)? If this is the case, is there a better alternative available?
