Um...

Excuse me pilot, you seem to be lost. Your plane is in the parking lot of the city hall.






What do I do to resolve this?

Andreas "fixed" the City Hall Bug, and the download is on the STEX (Here).

I say "fixed" because there is actually nothing wrong with it, the issue is in the planes, which are flora.  Most Maxis Flora is part of one Flora Family (which works just like Building/Prop Families).  Our MMP are all copied from Maxis Flora, so being part of that Flora Family is often a remnant of such modding.  The City Hall happens to be the only Lot that uses that family, so that is why it only happens there.  (I don't think MaxisLE can use Flora Families, I know that PIMX can't.  MaxisPIM can't even make flora, and flora made in PIMX will need to have the GroupID changed to the Maxis one).

So, if you really wanted to fix this you would remove the KSC4FloraFamily (or something like that) property from the Flora Exemplar.  While you are at it, set all of the 256 Reps of KSC4FloraPreferences to "0".  Flora that are not set to zeros there will likely be placed via god-mode.
