did zone placement strategy change in SC4?

I have a strategy guide for the SNES version of the original Sim City, which I had for maybe a year now, when I got it, it quickly led me to a Megalopolis which I have been wanting to achieve since I was 8. I used that as basis for every Sim City leading up to SC4, as far as where to place certain zones, it worked fine in every version, but it does the opposite for SC4, it stated to place all residentials in one side of the city, commercial in equal amounts in sort of the middle, and the industrials at the other end (as far away from residential area as possible), this was a good strategy and worked for every Sim City game but SC4, in SC4 if I do that, the residential part of the city becomes abandoned due to long commute time, did the developers decide to suddenly change how that works? I don't get why it worked in every Sim City game but SC4.
