C.P.'s Early 19th Century Houses stop growing...

I love these houses. I use the "Stop All Maxis R" mod so that only these grow. BUT! After about 5 years no more houses are built.

I select "Build all styles at once" and that doesn't solve it.

I'm not sure if I've hit a "Development Stage Limit" or not. Something where there are no houses for that situation.

I just know that whatever I do I can't make a town with more than about 3800+ people in it.

Sorry I didn't see this sooner, I just moved and finally have internet again.

I would say you are hitting a stage limit of sorts, particularly, stage 4.  At that population your game is looking to have a certain percentage of stage 4 houses, and CPs only give you up to stage 3.  So, download some stage 4s, I imagine there are some nice SG houses that fit that style, and let some of them grow.  You need to zone mid-density and provide water too.
